Overview

The CAEEP was established by NILDS to focus on provision of experience-based capacity building courses for high-level policy makers across African continent and beyond. The Centre for Advanced Executive Education Programme (CAEEP) is an Academic and Research Department charged with the development and delivery of advanced executive education courses for top tier administrators, leadership of legislatures, leadership of legislative committees, legislators, chief executives and permanent secretaries of Ministries Departments and Agencies of Government and the chief executives, board members, governing councils and governing boards of public and private institutions, directors of public and private intuitions and chief executives of public and private corporations, leadership of political parties, senior professionals and industry leaders in the private and public sectors, political appointees, senior technocrats and bureaucrats, and leadership of Civil Society Organisations and Non-Governmental Organisations across Africa and beyond.

The CAEEP is also charged with recruiting resource persons, development of modules as the need arises, including bespoke and tailor made courses and where necessary collaborating with national and international Ivy League institutions and capacity building institutions in the delivery of advanced executive education. 

The Centre facilitates action-oriented research, publication and documentation of its activities and studies that promote effective, goal and development oriented leadership, particularly for the consumption of participants in its courses and prospective leaders in all sectors of the national and international economy.

In delivering its mandate, the CAEEP has four Divisions (and further Divisions as may be established by the management) as follows: Programme Facilitation Division; Research and Advocacy Division; Programme Development Division; and Collaboration and Funding Division

Functions of CAEEP

Executive Training and Facilitation

Delivering seamless, high-quality executive education courses, workshops, and seminars designed to sharpen leadership, governance, and management skills.

Customized Programme Development

Designing and updating course modules to address sector-specific knowledge gaps, organisational needs, and emerging global trends.

Applied Research and Policy Support

Conducting relevant research to inform learning, while providing insights that strengthen governance, policymaking, and institutional effectiveness.

Advocacy and Awareness

Promoting the value of advanced executive education and leadership courses to ensure organisations and individuals recognize and leverage the opportunities CAEEP provides.

Strategic Partnerships and Collaboration

Connecting with local and international institutions, government agencies, and private organisations to broaden learning opportunities and share best practices.

Capacity Building for Organisations

Equipping senior executives and leadership of legislatures, Ministries, Departments, Agencies (MDAs), corporate bodies, and NGOs with the skills and strategies to perform more effectively in a competitive and dynamic environment.

Professional Networking and Exchange

Creating platforms and enabling environments for participants to interact, share experiences, and build relationships that extend learning into real-world collaboration.

DR. BETHEL UZOMA IHUGBA

Dr. Bethel Uzoma Ihugba is an accomplished scholar with expertise in Public Law and Development, International Business Law, Cyber Security and Artificial Intelligence and the Law. As Coordinator of the Centre for Advanced Executive Education Programme (CAEEP), he leads a team of experts in the development and delivery of Advanced Executive Education for Chief Executives and senior management of private and public organisations including Ministers, Commissioners, Director Generals, Executive Secretaries, Permanent Secretaries and Director cadre staff of MDAs, leadership of legislatures, political parties, Civil Society Organisations, Tertiary Education Institutions and private corporate organisations amongst others.

Dr. Ihugba has led and worked in various legislative and regulatory development projects, including initiatives on reforms of the laws of the Federation of Nigeria. He was the lead facilitator for the House of Representatives review of the Laws of the Federation of Nigeria from 2016 to 2018 and Committee Member of the Federal (Ministry of Finance) Committee for the Review of the Consolidated Insurance Bill 2013 completed in 2016. He contributed his expertise as a member of the Tax Laws Review Committee 2018/2019 and to the President Bola Ahmed Tinubu’s Tax Reform Committee through NILDS. He was the facilitator of the European Union Parliament [Democracy Support and Election Coordination Group (DEG)] and NILDS collaboration for capacity building of Legislators and Legislative staff from 2016 to 2019.

Dr. Ihugba is a co-compiler of the Nigerian Association of Law Teachers (NALT) Manual on Legal Research, Basic Guide for Law Faculties and Legal Research Institutions in Nigeria 2021 (reprinted 2022)‘, the approved and compulsory guide for scholarly legal research in Law Faculties in Universities and Legal Research Institutes in Nigeria. He is the author of the seminal text, ‘Introduction to Legal Research Method and Legal Writing 2020’. He has multiple policy briefs, policy analysis, legislative advisories, conference and scholarly publications to his credit.


He is a member of several professional bodies including Nigeria Bar Association (NBA) and NALT. He is an alumnus of the International Law Institute Washington DC and holds professional certifications in Legislative Drafting and Public-Private Partnerships in the renewable energy sector. He is also a 2 time awardee of the Institute’s highest award, the Director General’s Best Staff of the Year for Research Staff in 2020/2021 and 2022 respectively, and the Best Departmental Staff of the Department of Legislative Support Services in 2020/2021.
